Mayor's Comments: 

Mayor Scott Sherman called on Council Member George Borzyskowski to make comments regarding the two water main breaks that happened last week.  Borzyskowski thanked the City water department staff, contractors and all those involved in the repairs, and he also thanked the residents in the impacted neighborhoods for their patience.

Mayor's bike ride was held last week as part of the Welcome Week sponsored by Project FINE, and Mayor Sherman thanked all those who participated.

Michelle Snyder of the Minnesota Recreation & Park Alliance presented their annual award of excellence to the City Park and Rec Department for the new levee park boulders.

City Manager's Comments:

City Manager Stephen Sarvi echoed Council Member Borzyskowski's comments regarding the water main breaks.   He also announced that a portion of Huff Street will be down to one lane tomorrow for a repair project.

    That the Council adopt the resolution to certify to the County Auditor the proposed the tax levy, with a 5.2% increase for 2022.

    That the Council approve the proposed budget for 2022, less the use of $590,000 from reserve funds.  The motion carried with all voting aye, except Eyden and Moeller, who voted no.

Borzyskowski asked what was the total cost of this contract.  Community Development Director Lucy McMartin replied that it is $48,000, and is included in the overall Comprehensive Plan budget, and will be completed over the next 18 months.

Council Member Borzyskowski congratulated Senator Jeremy Miller on his recent election to Senate majority leader, and he congratulated Scott Banicki on receiving the Hiram Award, which is the highest award from the Masons.

Council Member Moeller thanked the Winona Dakota Unity Alliance for the invitation to the Council for this year's scaled-down gathering event, and she also thanked the Project FINE and the City's creative laureate for hosting the Fabric of Winona project last weekend.

Council Member Young announced that volunteers are needed for the City's Friendship Center yard cleanup project, to be held October 16-17.
